Shock bump stop and rubber/dust cover sliding down shaft

Hi all,
I just replaced my shocks 3 days ago, and after I picked the car up from a mechanic, I could hear some rattling sound from outside the car on the left side (somehow coming from the strut). I checked the car physically and realized the mechanic did not replace the bump stop coz the one that was there was bad (crushed into powder like substance). I also realized the dust cover is loose and hanging around the shiny shock and could be one making those sounds.
My rubber bump stop/dust cover assembly is loose on the shock absorber shaft and is sliding down rather than staying in place at the top of the mount. It is making considerable rattling noise. These are new shocks I just replaced. I feel like going back there, but when i think about the entire process of openign the strut and replacing this makes me tired as to why the mechanic did not replace it or tighten the dust covers in the first place.
Should i go back and get the bump stop replaced back and those dust covers tightened or ignore the entire thing?
