BTC and ETH are at or near All Time Highs, so when is Alt season starting?

Seems like we haven't really had an alt coin rally yet except for a few of the major names like XRP, SOL, ADA, XLM, etc.

We have regulation now with the Genius Act being passed (and Clarity to probably be passed by EOY) and BTC and ETH have been surging recently, so I'm just curious when the ALT rally will be starting to AMP can maybe finally get to .004 again.
