Model Y Flat Tire

Hi, i saw this morning that I have a flat tire. Contact Tesla service on the app. They said they only replace the tires and they don’t repair it. They said it will cost $450+taxes. Is this normal? This is my first ever car and first ever flat tire. I am clueless. Please help! What should I do?
