I’m playing offline but I’m not alone?

I was getting to the top of the Shore level when I noticed a character poking its head over a boulder and then going back down. It did this more than once, and when I went to go investigate the person was gone.

I wish I would have gotten footage of it, but has this happened to anyone else or may possibly know that it is?
