Joey uses this story to woo a bunch of girls by how supposedly romantic it is. I think it’s really to suss out who is DTF right then. Rachel uses it and Ross realizes she wants to. As Chandler says, “That’s the magic story you use when you want to have sex”

I am rewatching that episode right now, why would a potential hookup be interested in a story about romanticizing a past partner? I can’t think of anything less attractive than hearing about how beautiful some naked person on the beach was, that my partner saw in passing and remembered forever. I would NOT be like “oh wow he’s so romantic, he’s a keeper”

I think it’s just a code phrase for “yes I’m DTF let’s go” and the people who recognize it, they recognize it. Such codes exist in a lot of places.
