How to go forward with a girl I don’t know is playing hard to get or if is just being a friend

Ok so I’m a 16 year old male and she’s a 17 year old girl and we both work at the same job she’s extremely attractive and honestly seems out of my league but I digress. I’ve known her for about a month but we saw each other a decent amount before actually talking to each other. When we do talk she’s actually a little mean but it seems less personal and more just her personality. It’s a little more bloated when we’re in a group but when it’s just us talking she’s not as mean. She most of the time when she leaves the group we’re talking to she’ll sit somewhere else and invite me to sit with her but not anyone else. She also has days where it seems like she wants to not really talk to me at all and when she does I don’t force the issue. Also she’s quite a socially awkward and doesn’t like a lot of people in one room and she seems to be more comfortable when I’m with her. But at the same time she’s never been overly flirtatious with me nor has she asked me to do anything outside of work (that could just be a high stress environment and being unable to be able to but idk) also she doesn’t seem to mind if I give her light touches or just anything physical like that at all and I even touched her thigh once and she had no objections or even a flinch. What’s the deal (sorry for the big ass paragraph just had to get this off my mind)
