DTV visa

I’m about to apply for a soft power dtv and the agent I’m going through says they can provide a letter for classes but I won’t have to actually attend. Is this legit? What problems could I face with immigration and is there a way for them to tell I won’t actually be at class. I’ll also be leaving the country and re entering at least once a month so will be dealing with airport immigration frequently
