Anything I should know before making a character as a FO3 and NV vet?

About to get into 4 for the first time! Is there anything I should know before finalizing my character? A big one I can think of is in NV you would set your int to 8, get the int bobble head, and the augment for +1 int at the surgery place, so you have max int early for more points on level up. Or having your endurance be set to 7 so you could get all the relevant augments from surgery. Is there anything like that I should know about before I stumble across it 50 hours into my playthrough? My friend says not to put any points about 6 because you can upgrade your special stats later. Any advice would be appreciated!
