Neighbors?

Hi. Extending an offer to anyone who wants/needs a neighbor and is tired of constantly going to the default one in the game for Neighborhood quests. I’m not exactly sure how adding a neighborhood works, but I’d love to try. Comment if you’re interested, or if you can walk me through how to add people. Thanks!
