Crabgrass question

I mow a cemetery and around July and August we get alot of crabgrass. I keep it mowed every week but noticed around this time every year it's these long thin shoots that come out of them in all directions making the grass look shaggy, even tho it was just mowed 4 days ago. My question is why does it do this only towards mid and late August?
