Valid transfer reason ?

I'm an econ major who plans on double-majoring in data science during my second semester at a state school ( incoming freshman ); however, said state school does not have an extensive course catalog for data science and would not allow me to adequately pursue my interest in data science. Is this a valid reason to transfer ?
