Completing an induction program out of state?

I’m starting a teaching credential program in California in Jan. It’s a year long. I guess they have a 2 step process in order to clear your credentials. We’re planning on moving to Utah by the end of this program due to COL and limited space because of our growing family.

My question is, does anyone know if I can complete this Induction program in Utah? I can’t believe I’d have to not only stay an additional 2 more years, but I have to PAY almost $8k for it too?? Please tell me it’s possible.
