Medi-Cal AND IHSS Share of Cost?

How have I missed this????? Is it true that there are BOTH a SOC for Medi-Cal and SOC for IHSS. Dad's SOC for IHSS is $0 due to 250% Working Disabled. Last week I was told by a DME supply company that I have to pay a SOC for incontinence aids due to Medi-Cal SOC which the company stated was listed as $5000. What is that about? Two different SOCs??
