All kinds of bugs after moving to Windows 11. None of this has happened ever before. Why am I being forced to use this if it can not even function properly? Is there some kind of fix to this? Perhaps something corrupted?

I am up to date on my windows version, graphics driver, monitor driver, etc. The only thing I can think to do is to completely wipe my computer and start from scratch again, but I am reluctant to do that because I doubt it will fix it. I have restarted my computer, reinstalled graphics drivers, updated monitor drivers, disabled vsync, I don't know what else to do here. R7 5700X3D, EVGA 3090, 32 gb 3200MHZ corsair vengeance. Ram is on XMP and is running at proper speed. You can also see in the video the taskbar icons bugging out, dissapearing and reappearing rapidly. Have also tried not using Wallpaper engine, problem still occuring without it. Have also force restarted windows explorer through task manager.
