[US] Won a free vacation on radio.

Is this a scam?

One day I was listening to the radio and heard them say "text a country without the letter A in the name to this number to win a free vacation." I decided I may as well try and ended up winning. They called me back about a week later to let me know I won but I had to pay a $99 fee to reserve it I guess but I won't be getting that money back. Tomorrow I have to go somewhere to pick up the tickets but I need to sit through an 1 1/2 - 2 hour presentation of some tour of a resort. From what I've heard its just an aggressive sales man trying to sell a timeshare but if I just get through it and don't say yes to anything he offers then I get the tickets at the end of the presentation. I will need to pay the taxes which they said to be about $30 a night for four nights which is ok with me for a "free" vacation for two. Should I go through with this and is it bad I already payed the $99. I don't mind losing the $99 but will they keep taking money out of my account sense they have my card.
