How come in an emergency every single responders vehicle keeps their sirens on blasting 100%?

I understand there is a need to convey to the public or whoever that there is an emergency unfolding, but what is the point of 20+ cops blasting their sirens nonstop, how the fuck does anyone think straight with so much added, unnecessary chaos and distractions?
