Studying for a Semester in Germany

Hey guys, I need some advice as a student trying to study in Germany. I'm stuck between studying in Freiburg im Breisgau or in Munich. Staying in Munich is more expensive but I am wondering if the sightseeing will be worth the price? I was wondering if anyone has advice on which city is better to study in. My main goals for my semester abroad is to 1. improve my German 2. travel in Germany and Europe a lot and 3. Immerse myself in German culture. If you have any advice or input I would definitely appreciate it!
