What needs to be done differently?

Background: Georgia,USA, Female, almost 30

I have been working minimum wage jobs since I was 19. I have 8 years in customer service, 1yr in fast food, and 6 months in sales. I dropped out of college three times, so I do not have a degree. I have fixed my resume a few times. I am willing to go back to college and I'm wanting a business degree. I am aiming to try to work in a bank or at least an office as a receptionist. But as of for right now I'm just needing something to pay bills and to make a savings. I have put in over a dozen applications and either have gotten interviews, went to say interviews but then got ghosted or I've just been declined completely out right. I've been out of a job since like June. I feel like I am blacklisted in my area but I am not sure.
