Do I Need a New Compressor?

Having some doubts now. My AC has been struggling to keep house cool the last few weeks. It is blowing partially cold (75 degrees) when it’s 90+ outside so I believe it is still partially functioning - maybe the inside could? Anyways, a tech was out and attempted to fill the system with refrigerant but, the empty system would not take anymore. So, the tech made a few calls to inquire with others about why this may be and he ends up saying the compressor is likely trash because bean without refrigerant for too long. Does this make sense? Any other ideas what it may be?
