Appliance shocking me.

Hi i have an appliance (commarker b6 mopa fiber laser) and i just turned it on after a couple months of no use, and i noticed the frame is shocking me(a continuous current not static) does anyone know what could cause this or any fix.

I tried both a gfci outlet and a regular one. I also have a multimeter but am not sure where to start testing(i tried continuety but it wouldnt work from the plug ground or voltage side).
