Different performance values between AMD overlay and rivatuner (not fps)

when I use rivatuner it displays the following stats: gpu 87%, cpu 70% and gpu power consumption at around 200 W, but with amd overlay it shows values like: gpu 85%, cpu 99% and power consumption around 100 W. what is the problem (if there is one) and which one of this performance monitors is saying the truth? Moreover I don’t overclock the gpu but I use frame generation. For example I noticed this when I was playing Helldivers, which I think is also a cpu intensive game. Thank you in advance :)
