Police Station Denies Complaint

Thank you mods for allowing me to post this. The incident has happened with an acquaintance of mine. And this is a genuine matter. The incident has been happening for past 3 months with the victim being mentally harassed by casteist slurs. And police is not helping or writing complaints since the perpetrator is someone known to them. I sincerely apologise for the harsh and little bit abusive language used in this video. Sorry i was late posting this since i was busy. Last i checked police still hasn't filed complaint and when the victim went in there with application they made him sit 4 hours and didn't allow him to leave. I heard they are leaving the city. I wish they would have fought more. What are other legal actions that they could take? Can't they file a complaint to DM or judicial magistrate? I'm open to suggestions.
