First time teething?

My 5 month olds cheeks are getting red and dry she brings her hands to her mouth a lot but isn’t interested in the pacifier. When I’m holding her she’ll gnaw on my shoulder but if I try to nurse she refuses the nipple. Is this teething? Is there a teether toy out there that’s tried and true?
