No villager outside Mayor's House

I zapped the sow and got my reward from Wolfman, went to the village and according to the wiki there's supposed to be a villager outside the Mayor's House (the house with the NPC banging on the window) who unlocks the doors but there's nobody there.

Is this a bug or did I miss an event trigger somewhere before the villager shows up? I'm playing on Hard without Indiegogo content, if that matters.
