Power seat

2006 gmc yukon xl denali. My driver power seat is not working and the front heated seats are not coming on, like the led near the buttons won't even come on. I check for voltage at the main pull under the seat and it's got 14v. I pull the control panel off the side of the seat and check voltage on the plugs and it starts at 11.6 volts, drops slowly down to 2v and back up. It does this repeatedly. Any ideas??
