Advice for harness size

Hi my dog Thor is a pretty short somewhat long dog. I can’t seem to find a harness with his measurements most of the time either the front neck area is too loose and he can slip out or the chest area is too tight and irritates his skin and gives him chafing. Any advice would be greatly appreciated.
