Gangs of Novigrad / Get Junior: Is there no way to fail one or the other?

I'm stuck. It seems I either need to complete the tasks in Gangs of Novigrad OR Get Junior. Whichever thread I complete, it seems I fail the other. Is this true? Am I cooked, one way or the other? This would be the first quest I've failed in this NG+.
