Why no one has actually think about how powerscaling really works

You probably know how scaling works right with vs matchups and debates.

But hasn't anyone think about this fact in vs debate. Where a character who is portrayed to be stronger say whis for example. VSBW Wiki mostly used Goku as the bar of power in dragon ball powerscaling with his feat.

Which they scaled to Whis even do Whis is unimaginablly stronger than Goku and can do better feats. My point is powerscaling should account for character who is stronger in power level but not feats. Like Whis who only scaled at low multi but can do better than Goku meaning even if you can beat Goku. You shouldn't be able to beat characters like Whis even if you had higher powers because my point is

AP and Feat≠Power Level
