Housing Scam, Inaction/Incompetency of Courts, & Emotional Distress.

Location: California.

Okay so long story, my mom in regaining her title as landlord of the property in which we have lived on for over a decade. My mom purchased this land ~20 years ago, however, when the market crashed in 2008 and the home was put in made vulnerable to being repossessed, she was approached by a dude who offered to "save the property". He would later be indicted (and convicted) of running a housing scam as the ring leader of Land Grant Services.

My mom went years without being notified of this, and only more recently found out that the dude has not relinquished his title, yet my mom continue to pays the mortgage and receive the legal and civil responsibilities and blame that a land owner would receive, while the other guy reaps the legal benefits (title/ownership) without having ever (!!!) contributed even a singular Lays potato chip to the mortgage or any repair.

My mom has tried to solve this issue with two courts herself, but they each keep sending her to the other's court claiming that the other is in charge (Court A says that Court B is going to help her and vice versa, wasting time and money). On the occassion that they entertain our inquiry, they never get back to us regardless of them "promising" to solve this issue. This has been a HUGE finanical hit for my family, leading to my mom filing bankruptcy multiple times and leading to severe emotional distress (we literally have health issues that have been exacerbated as a result that can be proven on record). We cannot move on or even sell the house because it is not ours to sell, and the lack of action from both courts has made it impossible for us to save money, or even stay financially stable. Every lawyer that my mom has approached has ghosted her or been apprehensive of the case because the case is "too much" work.

So what type of lawyer am I supposed to look for really? Real Estate Litigation? Do I have grounds to sue for severe emotional distress? Honestly ANY advice would help.
