Person owes me 450.

Location: Seattle, Washington I loaned someone 450 dollars to try to help out that person under the promise that person was going to pay me back. I believe the person has the capacity to pay me back but has blocked me. Is 450 dollars enough to potentially file something in a small claims court (I only have Snapchat messages that weren't saved but I know the person personally)? I also know this person is also under house arrest for not appearing in court for a traffic violation.
