Why people say that Jabber is black?

First of all, damn he really is an old school hardcore villain, I dont remember the last time that I saw a secondary villain give me the uncertainty if the heroes were gonna win, like, I was 100% sure that he was gonna truly get away with Rudo. But about the tittle... why do people say he is black, like a genuine question. It is like something from the USA? They keep saying that he has melanine, and sure he has, but not as much as a black person. Like, he could also be arab, mexican, greek, brazilian, etc. Even white people can get his skin tone with a few sun baths.
