New to mono color commanders

I’m new to magic still and I’m just wondering if I am making a mono green commander am I able to put spells/ artifacts/ creatures that don’t cost the “ star for colorless mana “ but they do cost just “ a number 1,2,3 etc” and along with that am I able to use lands that add “ star for colorless mana “ if I’m not explaining this correctly either please lmk
