Seeding Question for NJ

Hi All

Kids finally outgrew their swing set. Took it down, discarded all the rubber mulch etc. After 13 years, the dirt is literally like concrete.

What is the best way to seed the area? Should I just have soil delivered and just go right on top or do I need to get a tiller?

I apologize for the dumb question. Any advice would be greatly appreciated.
