Is xerath busted right now?

I have played this game for a long time now and I have never had issue with xerath since last few months. Before he would run out of mana for his absurd poke, or I can dodge few and it would be fine. But now after level 6, he hits like a truck. Its a dodging game, but he doesn't go oom. I can dodge 3-4 times, but the 5th time will land and chunk me to close to half hp. I eat 2 qs and I have to back or I can just risk dying by his full combo. He was never such a lane bully. How is he suddenly so unbearable? I even had a game I won hard vs him and was 4/0, but one item on him and he was able to kill me after getting 2 qs in and ult.
