[PA] working suspension?

A friend of mine was saying this am he got paid and noticed he was shorted a substantial amount of his normal pay, and recalled to memory a couple weeks back mentioning his employer was putting him on a “working suspension” which led me down a rabbit hole of laws for my state but I thought reaching out here might be helpful as well. Is this legal? Any definitions I’ve found on “suspension” say the employee is to be removed from job site for x amount of time without pay. Seems very odd to have someone “suspended” working for no pay. Thanks!
