Pha offers

Ok plain and simple I need some help with getting people over to pha. My Cra’s are fine currently at 93% but PHA is constantly under goal. We ever recently had a meeting about how to better offer pha, but it just doesn’t work for me. What are some good talking points I can focus on when making my offers that will help. Also any scripts are appreciated and I will probably share whatever answers I get with my team as some are struggling too
