Marriage PTDY

For reference my finance is stationed stateside and I’m stationed OCONUS. Per the AFI, you are eligible for a PTDY to obtain a marriage license if you are more than 100 miles away from a place where you can get married. Will my spouse be able to use it to come OCONUS? Or would I have to go CONUS? I’m a bit confused on this, the AFI states 7 days for stateside individuals and up to 10 days for personnel stationed overseas. Has anyone had an experience dealing with this? Any insight would be greatly appreciated.
