Is it normal for the same hair to be zapped 4+ times in the same session?

My technician sometimes would zap the same hair 3,4,5 sometimes even 6 times until it stoppes resisting when pulled, which is pretty painful to say the least but also made me question if that's okay? Or does it do any kind of harm?
