US Bank Annual Fee and Points

I currently have a US Bank Shopper Cash Rewards card that I only planned to use for one year for the sign up bonus. I've read most banks will refund the annual fee if you cancel during the first 30 days of it hitting your account but I couldn't find any information specific to US Bank.

Should I cancel my card before or after the annual fee shows up? I know I can downgrade but in my case I already have their only other card that makes sense for me so I don't care much if I cancel or downgrade.

If I were to cancel... Should I use my cash back points before calling? Will I lose it if I cancel before using them?
