Generate Pokemon's using file editors / Cheat Engine

I'd like to generate custom Pokemon for a YouTube video (Full IVs, perfect EVs...), and I know that it was possible with Cheat Engine years ago. I tried and it does not work as it did. Is it possible to generate perfect Pokemon like years ago?
