Why are some guys very shy???

I have this really cute guy in my society. We have been having so many eye contacts ,sometimes he is in his balcony and he just stands there when i am downstairs and sometimes i am in my balcony. Neverthless ,ive seen him turn around to catch a glimpse of me whenever I do the same ,basically we've caught each other and we botj fairly know what's going on. But there's no level 2??? Like wtf do I do??? 😭🙏Should I make the first move?? But wtf am I supposed to do?
