Is it normal for people to leave garbage around their apartment complex?

Just moved in to my first apartment, and was shocked by the trash situation.

Many people seem incapable of getting their trash all the way to the dumpsters (which are in an easily accessible place). They will leave the bags around the parking garage or stair well. Or worse still, they will get all the way to the dumpster, and then put the trash bag on the ground, which then rip and the trash goes everywhere.

Is this normal? I genuinely don't know. Is this just one of those things that comes with a large, shared living space?
