Silent Hill Crash upon start up - I know this has been said 1000 times before

Hi! I recently downloaded Silent Hill 2 on my PC. When I went to boot it up, It barley loaded in the "Konami" screen before crashing. Maybe lasted 2-4 seconds. I tried running the -dx11 and -dx12 prompt, and the one with 13 and b (i cant remember), I cant seem to run as admin, I restarted my computer, I uninstalled and reinstalled, but I simply cannot find a reason why it keeps crashing upon start up. I have enough space, and I am seeking help for this! I am hesitant to start deleting game files, and no indian guy on YT seemed to help either. :( My PC is pretty new (Got it in around FEB), its IBUY POWER. I am curious if this is a technical issue I'm missing. Now, I also play OW and the game suggests updating my BIOS. I looked online and I see people saying dont update it unless you have to. Im unsure of the process on that, and dont want my files to get corrupted. Am I missing something? Any ideas? Thank you for your time.
