winutil caused blue screen

hello. the problem started after I decided to use Defailt settings in Windows updates app. laptop rebooted and my user accounts disappeared, only admin account left (but all user accounts data was accessible in files). restored save point... came back to normal. but then some app wouldn't load, because "you need windows runtime installed" (never happened before). started troubleshooting... laptop froze, I manually restart it. but now it won't load, only blue screen with restore options, but nothing works... what do I do? 😭
