CPU reaching 85c on idle after 5090 install

So I went from a 5080 to a 5090 two days ago, and my 5090 is underperforming in every game I play compared to 5080 at the same settings (1440p) my cpu (9950X3D) is over heating like crazy at the Home Screen, but it didn’t when I was using the 5080. In cyberpunk for example in 1440p I’m getting 87 FPS on dlss quality, and no change when put to performance. Someone told me to install a different gpu driver so I did, no change. I was told to reinstall windows, also no change. My gpu also never runs higher than 50% TDP and sits around 14% to 36% in game. My psu is a msi 1000w gold.
