I have reading comprehension issues, can you simply answer this one question

Hey so spoiler leaks completely fried my brain and I am only living off the dopamine new spoilers give me every week. I don't remember anything from the manga or the anime and I have reading comprehension issues, I just have one simple question that I don't get

Can someone explain me how the hell is Shakky, treasure of Hachinosu, former captain of the Kuja Pirates, former empress of Amazon Lily, NUMBER ONE prize of the God Valley tournament by order of Garling, able to open up a bar at Sabaody in current timeline and nobody gives a damn about her? Like Garling is still alive, the WG has spies everywhere, she's the main reason God Valley happened and we're supposed to believe the WG tries to cover everything about the incident without even trying to shut her down? How is she even able to open a bar and chill in public without having three buster calls on her ass

Like I would get it if she used a fake name in Sabaody, but she's straight up introduced to us as Shakky/Shakuyaku.

As I said I don't remember anything about One Piece details, so if you could just help me understand how is this possible, maybe I missed something obvious
