Question about trapper's future with the new changes

Based on what i read you will face huge penalties when you hook the same survivor. So what about trapper? If he hooks a survivor does the survivor just get a get out of jail free card being allowed to just run and disarm traps all they want without fear of getting hooked by trapper? Because even if this surv jumps onto a trap trapper cannot hook him?

Theres also the question of bodyblocking survs that abuse this fact that you cant hook the same survivor without penalties, this change can make shacks a god loop where 2 survivors (1 recently unhooked) can abuse the killer and force him to take the penalty or give up chasing around shack? Feels like they're butchering the game and some killers with this decision just based on the fact that survivors are toxic af
