Ordering a new BC while passport processing?

I applied for my (first) passport a week ago. The women processing said they may not accept my birth certificate (it's an original in pretty bad shape). She sent it in anyway and told me they may contact me for a different citizenship proof.

Is it a bad idea to order a replacement birth certificate now for the future, or should I wait until the passport is processed?
