Question about tariffs.

If Trumps tariffs are ruled illegal and the money collected from companies like Home Depot is returned. Then would Home Depot use this money to compensate employees working understaffed because hours were cut to keep from raising prices? After all cutting hours is the first thing retail companies due to control prices.
