Smuggler’s Luck IMPOSSIBLE?

Currently playing through Joe’s Adventures and Smuggler’s Luck seems to be the most impossible mission ever. Whoever thought it was a great idea to put a mission like this in a game where you can’t even shoot from your car needs serious help!

Does anyone have any suggestions as to how to complete this thing? It’s really baffling me.
